The Ministry of Finance (MoF) on September 23, 2026, notified regarding the Countervailing Duty on Calcium Carbonate Filler Masterbatch from Vietnam.
The following has been stated:
• The Government has imposed definitive countervailing duty (CVD) on imports of Calcium Carbonate Filler Masterbatch under tariff item 3824 99 00, originating in or exported from Vietnam, following DGTR’s finding that the goods were exported at subsidised prices and caused material injury to the domestic industry. The CVD ranges from USD 9.11 to USD 69.19 per MT, depending on the producer/exporter. The duty is imposed for five years, unless revoked, superseded, or amended earlier.
• The individual rates for specified producers are subject to a valid commercial invoice containing the prescribed manufacturer declaration; otherwise, the residual rate applies. For certain producers, the CVD will not be collected where the combined CVD and existing anti-dumping duty exceeds the applicable injury margin. The duty is payable in Indian currency, with the applicable exchange rate determined under Section 14 of the Customs Act, 1962 based on the bill of entry date.
